Introduction

City and county governments in Washington State face very practical choices daily as to how to spend limited transportation funds, as funding needs for almost every agency and mode of transportation outstrip available dollars. There is a general consensus, though, that various modes of transportation - including highways, freeways, mass transit, bicycling, walking, and carpooling - should be supported and interconnected as much as possible. Local governments in Washington State all want to work towards balanced public policies that support safe, efficient and flexible transportation networks while promoting environmental stewardship.
