Introduction

Much of the funding for larger city and county capital transportation projects comes from grants and loans made by Federal and State agencies. Almost all Federal funds are 'passed through' a State agency filter.

Grants and Loans for City and County Governments

Infrastructure Assistance Coordinating Council (IACC)
Over 200 programs that are available to assist local governments and communities In Washington are outlined in this easy to use database. This organization promotes partnerships among federal, state, and local programs, works to enhance efficiency and coordination in the delivery of financial and technical assistance, acts as a forum to discuss issues that get in the way of helping local governments meet their infrastructure needs, and sponsors training workshops and conferences in these arenas throughout the year.

Transportation Improvement Board (TIB)
The Legislature created the Transportation Improvement Board to foster state investment in quality local transportation projects. The primary purpose of the TIB is to select and administer transportation projects that best address the criteria established by the Board. Each funding program has its own set of criteria used to rate project applications.

Highways and Local Programs (HLP) - WSDOT, provides educational, technical and financial support, and federal oversight to local agencies and other transportation partners to help them succeed in meeting their transportation goals. It also promotes cooperative planning and partnerships between WSDOT and local governments.

Public Works Board (PWB)
The State Legislature created the Washington State Public Works Assistance Account in 1985 and established the Public Works Board.

County Road Administration Board (CRAB)
The County Road Administration Board (CRAB) was created by the Legislature in 1965 to provide statutory oversight of Washington's thirty-nine county road departments. The agency is funded from the portion of the counties' fuel tax that is withheld for state supervision, and from a small portion of the two grant programs that it administers.

Community, Trade and Economic Development (CTED), Community Development Block Grants

    The Safe, Accountable, Flexible, and Efficient Transportation Equity Act of 2003 (SAFETEA)

    Signed by President Bush on August 10, 2005, after a long and arduous rite of passage through Congress. SAFETEA provides funding and policy guidance for almost all federally aided transportation projects and programs nationwide, with the States providing administrative oversight for almost all programs.
