Introduction

Most cities, counties, and special purpose districts have accident prevention regulations and programs for the purpose of preventing injury to employees, citizens and property. Many of these agencies have gathered these regulations into one document, which are variously titled, but are referred to as safety manuals for the purposes of this webpage. Their common goal is to develop a high standard of safety throughout all operations within the City and ensure that no employee is required to work under any hazardous or unhealthy conditions.

Note this excerpt from the City of Ridgefield Accident Prevention Program:

The City of Ridgefield places a high value on the safety of its employees. It is committed to providing a safe workplace for all employees and has developed this program for accident prevention as a systematic means of involving management and employees in identifying and eliminating hazards that may develop during the performance of the duties of department. It is the basic safety policy of the City that no task is so important that an employee must violate a safety rule or take a risk of injury or illness in order to get the job done.
Safety is a team effort. We must all work together to maintain a safe and healthy workplace.
