Anacortes

Due at time of building permit

Bainbridge Island (school)

For subdivisions of land classified as agricultural, full fee paid at the time the lot’s agricultural classification is changed or when a building permit is issued – whichever comes first.

For non-agricultural subdivisions and PUDs, 50% of fee is paid at final approval, balance paid with issuance of building permit.

For developments completed in phases, 50% of fee to be paid at final approval of each phase, balance paid with building permit.

For residential construction on existing lots or parcels, etc., full fee paid with building permit.

Battleground (school)

Collect at time of building permit or site plan approval if no building permit is required.

Bellevue (school)

50% of fee on plat or PUD applied for on or after effective date of ordinance is due at time of final approval, balance paid with building permit.

If there is already preliminary approval before effective date of ordinance, pay entire fee with building permit.

Bellingham (school)

Upon issuance of building permit

Bothell (transportation)

At the time the applicable development permit is ready for issuance. Developers of residential subdivisions, short subs, or PUDs may defer until building permits are issued.

Bothell (school)

For a plat or PUD in which a completed application is filed on or before effective date of ordinance, 50% of fee collected at time of final approval, balance due with building permit.

If already have preliminary approval, applicant shall pay impact fees as provided in the regulations of the city existing at the time the application was filed.

Issaquah (transportation)

No development permit shall be approved until impact fee is paid in full. Payment of fee may be phased if the development permit is also phased.

Issaquah (school)

For a plat or PUD applied for on or after effective date of ordinance, 50% of fee is due at time of final approval. Balance to be collected when building permits are issued. Short plats not governed by this section.

If a plat or PUD has already received preliminary approval by the effective date of this ordinance, total fee will be collected when building permits are issued.

For existing lots, application for single or multi-family residential building permits – collected with issuance of building permit.

Marysville (school)

Due at or before issuance of residential building permits for all development activities.

Mount Vernon (school)

For a plat or PUD or building site receiving final approval, 50% of fees collected at the time of final approval as a deposit. Remaining fees due when building permit is issued for each unit on the project.

If on the effective date of this ordinance, plat or PUD already has preliminary approval, pay full amount with building permit.

Oak Harbor

Payment of Fees by Sub-divider: pay fees at the time the plat requires preliminary approval. Short plat: at the time subdivision receives administrator’s approval.

Payment of Fees by Builder: Prior to Issuance of building permit.

Olympia

Fees collected at the time building or occupancy permit issued.

Poulsbo (park and open space)

Fee in lieu of land dedication due at the time of final plat or permit approval

Redmond

Upon issuance of building permit. When no permit required, fee due before undertaking development activity.

Renton

Upon issuance of building permit.

SeaTac

Due at time of building permit

Spokane

Due at the time the applicable development permit is issued.

Stanwood (school)

Due upon issuance of building permit, or, for development not requiring building permit upon site plan approval.

Stanwood

Fees due at final approval for subdivisions and short plats. All other additions, buildings, structures – due at time of building permit.

Tumwater

Fees collected prior to issuing development approval.

Vancouver

Fees due upon issuance of building permit. For development not requiring building permit, fees due at time of site plan approval.

Clark County

Fees due upon issuance of building permit. For development not requiring building permit, fees due at time of site plan approval.

King County (school)

No approval granted and no building permit issued until fees paid. For a plat or PUD applied for on or after effective date of ordinance, 50% of fee is due at time of final approval. Balance to be collected when building permits are issued.

If on the effective date of this ordinance, plat or PUD already has preliminary approval, pay full amount with building permit.

Kitsap County

Upon issuance of building permit, or if no permit is required, with final site plan approval.

Pierce County

At time of building permit application.*

Skagit County

Fees due upon issuance of building permit.

Snohomish County (school)

Payment made prior to recording of a final plat or short plat and in all other cases prior to issuance of a building permit. For subdivisions, however, the project proponent may elect to postpone payment until issuance of the building permit for each lot within the subdivision.

*Pierce County experimented with allowing delayed collection of impact fees for up to 18 months after building permit issuance, subject to a voluntary lien. However, Pierce County recently rescinded this provision after experiencing a 20% plus failure rate on impact fee collection.
