I-747 makes layoff and seniority language more critical than ever. Audit county layoff and recall procedures for effectiveness. Restruct bumping to departments in career progressions. Restrict application of language in any labor contract to that bargaining unit. Restrict bumping within departments or within careers. Limit bumping rights to positions which the employee is qualified to and lincensed to perform. Insure that contracts are consistent with County charter, ordinances and policy provisions.
