This session will explore what it means for websites to be accessible to all users, including those with disabilities. It will include practical examples, common accessibility problems and solutions, and relevant legal requirements, standards, and guidelines. Terrill Thompson is technology accessibility specialist for DO-IT (Disabilities, Opportunities, Internetworking and Technology) at the University of Washington with nearly twenty years experience working in the web and technology accessibility field. - 11:15-11:45 Cheryl Smith, Senior Policy Advisor, Department of Commerce
Among the charges of the Washington State Department of Commerce is promoting economic development at the local level. Commerce is currently exploring possibilities for streamlining the permitting process including possible development of shared online resource for local governments statewide. The Countywide Community Forums (CCF) is a King County public engagement program overseen by the King County Auditor. The program is independently funded and run by volunteers. It is designed to enhance citizen participation, civic engagement, and citizenship education in government through a network of periodic public forums where people gather in small groups throughout the county to discuss current issues and provide important feedback to county government and other public officials. Round 6 of CCF is happening now and running until October 17 on the topic "Citizen Priorities for Government in Challenging Economic Times." Registration and meet ups are occurring on their newly redesigned website at www.CommunityForums.org. John Spady was appointed by the King County Auditor and is currently serving as "Deputy Coordinator" for the Countywide Community Forums. - 12:00-1:00 Lunch

Those of you who attended the March 2010 meeting heard Seattle talk about its use of Socrata for its Open Data Website (data.seattle.gov). This session will cover uses of the Socrata systems for publishing data and provide for your consideration the idea of aggregating smaller local governments to use the system. At the heart of this movement is open government data, readily accessible over the internet, in a form that maximizes comprehension, interactivity, participation, and sharing, delivered at a fraction of the cost of today's data download sites. A case study covering the implementation of an email archiving solution at the city. This work includes mandatory public records training for all staff and incoming employees, a technology solution that helped apply retention periods to email records, the process his staff uses when responding to public records requests for email, and the steps being taken to transfer archival messages to the Washington State Digital Archives. In addition, Kyle will touch on issues and strategies for complying with website Management per WAC 434-662-140. - 3:00 Adjourn
