How you can get Answers
I'll bet your city hall is anxious to help you. Have you asked? Have you called and talked to the the Mayor or the City Manager? They want to talk to you - I'm sure.
Your first place to get answers is from city hall itself. Use this link (click here) to find the phone number for your city hall, the name of the Mayor and even the name of the person who can finally explain your water bill to you.
If you still aren't sure about what you heard, you can ask others. For instance, City Council persons are also very interested in doing a good job (which isn't always measured the same way by everyone!) Give them a call as well.
If you still want more assurance - you can ask for public records. The Washington State Public Records laws provide for a very open local government (that's your city). You can read more about the records laws by clicking here.
There is the last resort. If you really believe that someone is not telling you everything you are entitled to know, or maybe you believe they are bending the truth, you can ask the State Auditor to look into the matter. Check this site out (click here) to see if your issue is really worthy of a "whistle blower" complaint.
But you see, most issues are easily resolved with a question to city hall, give them a call!
