Introduction

This page provides sample ordinances relating to water use restrictions. A few older ordinances have been retained in the Emergency Water Shortage Provisions as illustrations of emergency responses to past water shortages. Some of the ordinances have water service termination provisions for noncompliance with water use restrictions.  The procedures for termination  should be carefully reviewed because of due process concerns.  Notice to the customer is usually required prior to termination of a service.  In emergency situations, prior warnings could constitute adequate notice.

The Department of Health (DOH), Division of Drinking Water has prepared a guidance document,  Preparing Water Shortage Response Plans (Adobe Acrobat Document), July 2011, to help utilities develop short-term water shortage response plans.
