Solicitation of Professional Services - Geographic Information System Services
The City of Kirkland is currently soliciting Statements of Qualifications (SOQ) from consulting firms who wish to be considered for Geographic Information System projects sponsored by the City of Kirkland in the 2000 calendar year.
Projects include, but are not limited to: transportation network data development; parcel geometry and database development; address notification application development; address updates and verification; water/waste water, storm drain facility management implementation strategy and data development; Fire AM\FM; ArcView customization, Map Objects/ArcIMS application development; and overall design, management and implementation strategies for City of Kirkland GIS needs.
Note: Firms chosen to fill overall GIS design, management and implementation roles shall be precluded from proposing on services resulting from their recommendations to the City.
Individual projects may require expertise in one or more of the following disciplines: Overall GIS design, planning and implementation strategies; Avenue; AML; Visual Basic; RDBMS design; supervised and unsupervised classification; dynamic segmentation; GIS processing and analysis; and AutoCAD/AutoCAD Map drafting and data assembly.
Data delivery formats include, but are not limited to: Imagery in Tiff, Mr. SID, GRID, BIL, and BSQ, vector delivery in shape file, E00, CAD and ESRI-Geodatabase, tabular in Access, Oracle, SQL and dBase.
To be considered for 2000 projects, please include in a brief cover letter noting the specific consultant service(s) which your firm provides. Additional material describing your firms experience in the referenced areas, references with current phone numbers and address, work samples, common fee and costs schedules, and resumes of staff that would be assigned to Kirkland projects should be included in your firms SOQ. The City does not require the submittal in a particular standard format, however all material should be bound.
The deadline for the post marking of submittals is January 7, 2000, 5:00 p.m. No SOQs will be accepted after the deadline. Your SOQ should be addressed to Jim Bender, GIS Administrator, City of Kirkland, 123 Fifth Avenue, Kirkland, WA 98033. Two full copies must be submitted. All SOQs received by the deadline will be evaluated, categorized based on services identified, and placed on the Citys 1999 eligible Consultant Roster; projects will be assigned or interviews will be scheduled over the course of the year directly from this roster.

Dates of publication in the Eastside Journal and Seattle Daily Journal of Commerce are December 8 and December 15, 1999.
