Request for Proposals - Creation of a City Website

PROJECT: The City of Ellensburg is soliciting for a consultant to create a website for the City. The proposals may contain fixed or hourly pricing with a not to exceed figure. The City will also entertain optional proposals for maintenance of the finished website. The City reserves the right to reject any or all proposals.

PROPOSAL SUBMISSION: Firms wishing to submit proposals should do so by no later than 2:00 p.m., May 24, 2001 by submitting three copies of the proposal and any company brochures, pamphlets and/or materials indicating the firm's qualifications to the City of Ellensburg Energy Services Department, 420 North Pearl Street, Ellensburg, WA 98926. SCOPE OF SERVICES: The City of Ellensburg is interested in receiving proposals to create a municipal website with approximately 40 pages to be stored on a city owned server. The City will provide all content as MS Word files. Content is expected to be similar to that found at www. ci. port-angeles.wa.us . The finished product should accomplish the following:

• Provide citizens and visitors with information about City government and the services the City provides.
• Have a consistent look and feel to all pages (fonts, graphics and color schemes). Load rapidly and provide easy navigation between pages.
• Contain links to other related websites.
• Be registered with the major search engines to ensure the site makes top ten lists.
• Provide future database and e-commerce capabilities.
• Be capable of being maintained/updated by City personnel.

Option - The website will be housed on a City server and it is anticipated that City personnel will update page content as needed. However, the City will entertain proposals to have the site's creator maintain the site. Optional proposals to provide this service should quote an hourly price to perform such service or alternatively may propose a monthly fee to maintain all pages.

PROPOSAL PREPARATION: Firms submitting proposals shall be responsible for any and all costs and/or expenses associated with preparing such proposal.

PROPOSAL EVALUATION: Proposals will be evaluated based on previous experience creating similar websites, quality of previous work, time to completion and price. Proposals should include a list of similar websites created in the last three years with the web address and a contact person and a project timeline. Proposals should also indicate any software products to used in creating the City's website.
