RESOLUTION NO. 2002-36

A RESOLUTION ESTABLISHING A WATER CONSERVATION PROGRAM WITHIN THE CITY OF WALLA WALLA SERVICE AREA BOUNDARY.

WHEREAS, the City Council has established a City Water/Wastewater Advisory Committee to study available means of water conservation and waste reduction as well as other means of protecting and supplementing the City=s surface and groundwater resources, and

WHEREAS, a conservation plan is necessary in case of a fire in the City=s Mill Creek Watershed or other emergency, which would impact the quality and quantity of surface water and require the City to use ground water resources only, and

WHEREAS, a conservation program is required by the Department of Health of the State of Washington for municipal water systems, and

WHEREAS, the City Water/Wastewater Advisory Committee continues to study the issues surrounding water resource availability and conservation and finds that the City=s surface water and groundwater supply is limited, and that efforts must be undertaken to ensure an adequate water supply for future generations in order to ensure the needs of the City are met and to defer the need for costly improvements to include pumping and deepening of wells, and

WHEREAS, efficient use and conservation of water reflect responsible use of a limited and precious resource, and

WHEREAS, the City=s Water/Wastewater Advisory Committee has recommended adoption of the Water Conservation Program set forth below, and it is considered that the best interest of the City of Walla Walla will be served by the adoption of such program.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WALLA WALLA:

    The City of Walla Walla agrees to participate in, and to encourage its citizens to voluntarily participate in a Water Conservation Program with a goal of 5% reduction of total water use in 2002 through 2004 compared with the 2001 total water usage. The Water Conservation Program shall include, but is not be limited to, the following measures:

    1. The City shall continue its efforts to achieve conservation and water delivery system efficiency, including such measures as:

    1.

      a) Reducing losses through an established program of leak investigation and repair programs;

      b) Continuing capital improvement programs to replace old mains and meters;

      c) Continuing capital improvement programs to install automatic sprinkler systems in City-owned properties;

      d) Operating automatic sprinkler systems in a manner so as to provide the most efficient and conservative use of water;

      e) No watering of parks and city properties between the hours of 1:00 p.m. and 7:00 p.m., June 1 through October 1;

      f) Minimizing the use of water for street flushing and fire hydrant testing June 1 through October 1;

2. Governmental entities and businesses in the private sector, including school districts, colleges and large industries, shall be encouraged to take the lead in water savings practices.

3. Citizens are requested to participate in water conservation practices each year by observing the following measures from June 1 through October 1 whenever daily high temperatures rise above 80 degrees Fahrenheit:

      a) Water lawns only before 1:00 p.m. and after 7:00 p.m. to minimize evaporation and defer the need to invest in system improvements to meet higher peak demands.

      b) Water established lawns no more than once every two days.

      c) Sweep rather than wash business and residential sidewalks, driveways and patios.

      d) Minimize the washing of cars. Use a commercial car wash where possible since the water used there is treated and returned to Mill Creek.

      e) Limit reliance on other water sources, such as wells or streams, and apply conservation practices to water obtained from these sources.

4. A public information program will be put in place by the City staff, subject to the review and approval by City Water/Wastewater Advisory Committee, prior to April 1 of each year, to provide for the distribution of conservation educational materials throughout the Walla Walla service area boundary, including utility bill inserts, programs for school children through their schools and media articles.
