RESOLUTION NO. 1118

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDMOND, WASHINGTON, TAKING A POSITION OF OPPOSITION TO INITIATIVE 722 NULLIFYING CERTAIN 1999 TAX AND FEE INCREASES AND LIMITING PROPERTY TAX INCREASES (EXCEPT FOR NEW CONSTRUCTION) TO TWO PERCENT ANNUALLY.

WHEREAS, Initiative 722’s declaration that tax and fee increases made during the period July 2, 1999 through December 31, 1999 be null and void, and its requirement that revenues derived from such tax and fee increases be refunded to the taxpayers would create an administrative and financial burden for local jurisdictions; and

WHEREAS, in the fall of 1999, the Redmond City Council approved water and stormwater rate increases, which if refunded could jeopardize the financial stability of the utilities and affect the City’s ability to meet bond coverage requirements; and

WHEREAS, the initiative’s limitation on the assessed valuation of property (except for new construction) to the 1999 valuation level, plus the lesser of two percent per year or inflation would create an unfair and unequal distribution of the tax burden on Redmond residents; and

WHEREAS, the City Council has carefully considered the local implications of Initiative 722 and believes the initiative undermines the representative form of local government and will hamper the City’s flexibility to respond to emerging service needs; and

WHEREAS, the City has given due public notice regarding consideration of a position on the initiative, including the number and title of the proposition, and has allowed equal time for expression of opposing views; now therefore,

THE CITY COUNCIL OF THE CITY OF REDMOND, WASHINGTON, HEREBY RESOLVES that the City Council of the City of Redmond takes an official position in opposition to Initiative 722.

RESOLVED this 17th day of October, 2000.
