A RESOLUTION OF THE CITY OF LAKE FOREST PARK, WASHINGTON EXPRESSING OPPOSITION TO INITIATIVE 695
WHEREAS, the City of Lake Forest Park is responsible for the public safety and welfare of its citizens; and,
WHEREAS, Initiative 695 proposes to eliminate the Motor Vehicle Excise Tax, which will have significant impact on the ability of the City of Lake Forest Park to carry out its responsibilities to its citizens, and,
WHEREAS, the City of Lake Forest Park estimates it would lose approximately $1,300,000 in Fiscal Year 2000 for law enforcement, criminal justice programs and other general government services, and,
WHEREAS, Initiative 695 would also reduce transportation funds for the City of Lake Forest Park by approximately $185,000 in the year 2000, and
WHEREAS, the decline in available revenue will impact services, the potential results may include: a reduction of police officers and municipal court services, building inspection and permit services, the closing of parks, youth and domestic violence prevention services and other programs; and,
WHEREAS, the cost of elections for raising fees and services would be substantial, and,
WHEREAS, I-695 will cut money needed for regional transportation improvements including an approximate 30 percent reduction in the Metro bus services in King County thus increasing congestion and pollution; and,
WHEREAS, the State Public Health Service which serves the City of Lake Forest Park through the Seattle-King County Health Department will lose annual revenues of $25.5 million,
WHEREAS, I-695 would be contrary to the intent of three previously approved measures by the voters of Washington, namely I-601, R-47, and R-49.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and the City Council of the City of Lake Forest Park, having held a public hearing on September 16, 1999 OPPOSE I-695.
ADOPTED and signed into authentication this 16th day of September, 1999 by the City Council of the City of Lake Forest Park.
