BEFORE THE BOARD OF COUNTY COMMISSIONERS OF COWLITZ COUNTY WASHINGTON
In the Matter of taking a position of opposition to I-695 - Tax Limitation and Motor Vehicle Excise Tax Initiative
WHEREAS, analysis of the impacts of passage of I-695 conducted by the Cowlitz County Office of Financial Management, assisted by the State of Washington Public Disclosure Commission, under the direction of the Cowlitz County Board of Commissioners, has indicated a reduction of approximately $5,016,330 in Cowlitz County revenues over the next 3 years; and
WHEREAS, the Board of Commissioners of Cowlitz County has recognized other impacts to its programs and services, such as the loss of grant programs for road and street improvements funded through previously adopted State Referendum 49, the reduction in public health services, Law & Justice Services, and assistance provided by the Municipal Research Services Center; and
WHEREAS, the county would be further constrained in providing services to its citizens by the initiative's limitation on the authority of the county to increase fees, rates and taxes without approval of the voters, inflation and population growth notwithstanding; and
WHEREAS, the Board of Cowlitz County Commissioners held a public meeting on Monday, September 27, 1999 and received public comments, both pro and con, regarding I-695; and
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Cowlitz County, Washington, based on the fact sheet generated by the Cowlitz County Office of Financial Management, public testimony received and on the points made during discussion, that I-695 is contrary to the best interests of Cowlitz County and to these services and programs provided to its residents and business community; and
BE IT FURTHER RESOLVED that the Board of Cowlitz County Commissioners adopts an official position in opposition to I-695
