CITY OF CARNATION
RESOLUTION NO. 233

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARNATION, KING COUNTY, WASHING­TON, TAKING A POSITION OF OPPOSITION TO I 695- TAX LIMITATION AND MOTOR VEHICLE EXCISE TAX INITIATIVE.

WHEREAS, analysis conducted by the Association of Washington Cities has indicated a loss of approximately $197,000 to the City of Carnation in municipal revenues over the next 5 years, which can be directly attributed to the loss of the Motor Vehicle Excise Tax (MVET); and

WHEREAS, the City Council of the City of Carnation has recognized other negative impacts to its programs and services, such as the loss of grant programs for road and street improvements funded through previously adopted State Referendum 49, the potential loss of public health services and assistance provided by the Municipal Research Services Center; and

WHEREAS, the City may be required to use its diminished resources to pay for or contribute to lost services associated with the elimination of the MVET, including mass transit; and

WHEREAS, the initiative’s language is ambiguous and may result in even further interim reductions in municipal services by eliminating the local vehicle license fee; and

WHEREAS, the City is further hampered in providing needed services to its citizens by the initiative’s limitation on the authority of the City to increase even minor fees, rates and taxes without the expense of conducting direct elections of the registered voters; and

WHEREAS, the City Council has carefully considered the implications and known impacts of I - 695 and believes the initiative to be contrary to the best interests of the City of Carnation and the services and programs provided to its residents and business community; and

WHEREAS, the City has given due public notice regarding consideration of a position on the initiative including the number and title of the proposition, and has allowed equal time for expression of opposing views.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carnation, King County, Washington, as follows:

1. The City Council of the City of Carnation takes an official position in opposition to I-695 Tax Limitation and Motor Vehicle Excise Tax Initiative.

ADOPTED by the City Council of the City of Carnation, King County, Washington at its regular open public meeting held on this 17th day of August, 1999.
