CITY OF KENMORE
RESOLUTION NO. 01-048
WHEREAS, analysis conducted by the City has indicated a property tax loss of over $2.1 million in revenue over the next five years, which can be directly attributed to the proposed passage of Initiative 747 (I-747) on November 6, 2001, which would require state and local governments to limit property tax levy increases to 1% per year, unless an increase greater than this limit is approved by the voters at an election; and,
WHEREAS, the City Council of the City of Kenmore recognizes that the
passage of I-747 will dramatically reduce its property tax revenues thereby
restricting its ability to provide programs and public services in this newly
incorporated city; and,
WHEREAS, the City Council of the City of Kenmore has recognized other negative impacts to all property tax districts which include other cities, towns, counties, the state, fire districts, public hospital districts, port districts, library districts; and,
WHEREAS, the City Council has carefully considered the implications
and known impacts of
I - 747 and believes the initiative to be contrary to the best interests of
the City of Kenmore and the services and programs provided to its residents
and business community; and,
WHEREAS, the City has given due public notice regarding consideration of a position on the initiative including the number and title of the proposition, and has allowed equal time for expression of opposing views; and,
WHEREAS, the passage of Initiative 747 would limit property tax increases unless submitted to a vote on December 6, 2001 and beyond;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Kenmore, having held a public hearing on August 13, 2001, OPPOSES Initiative - 747.
