RESOLUTION NO. 1212 - 98

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BLAINE, WASHINGTON, ADOPTING A JOINT RESOLUTION OF THE CITY OF BLAINE ("THE CITY") AND BIRCH BAY WATER AND SEWER DISTRICT ("THE DISTRICT") ESTABLISHING COOPERATIVE WATER CONSERVATION POLICIES.

WHEREAS, the City operates a well field and associated delivery system supplying potable water to its direct customers and, on a wholesale basis, to The District; and

WHEREAS, The City and The District recognize that water is a scarce resource; and,

WHEREAS, The City and The District believe that, in general, regional approaches may provide the most cost-effective means to manage water resources; and

WHEREAS, The City and The District are currently jointly funding and managing a consultant study of water supply options to meet their customers' current and future needs; and,

WHEREAS, The City and The District support water conservation to make wise use of available resources and each operate conservation programs; and

WHEREAS, The City and The District consider water conservation to be a high priority; and

WHEREAS, The City and The District recognize that, due to their physical proximity and joint use of water resources, their conservation programs will be most effective and efficient if performed collaboratively.

NOW, THEREFORE BE IT RESOLVED, that the following policies shall guide staff of the City and The District in carrying out water conservation program activities for residents of Blaine and Birch Bay:

  1. The City and The District shall coordinate planning and implementation of conservation program activities;
  2. The City and The District shall share ideas and information to achieve cost- effective management of available water resources;
  3. The City and The District shall, when appropriate and mutually agreed, share conservation program costs.
