WASTE REDUCTION AND RECYCLING GRANT PROGRAM

8.17.010 Program authority.

A. Funding available for implementation of the local grant program shall be as approved in the adopted annual budget for the solid waste fund, No. 401.

B. A local grant program selection committee shall exist and function as follows:

1. The committee shall be made up of seven individuals, including two members appointed by the county council (with at least one being a member of the county council), two members appointed by the solid waste executive committee (with at least one being a member of the solid waste executive committee), two members appointed by the solid waste advisory committee (with at least one being a member of the solid waste advisory committee), and one member being from the county’s solid waste staff.

2. The committee shall provide a public announcement at least annually notifying potential grant applicants of the grant program, the financial resources available for grant approval consideration, and the criteria by which applications received will be evaluated and rated.

3. The committee shall determine the specific rating criteria to be utilized in evaluating grant applications, with the following minimum standards being applied:

i. Any activity eligible relating to waste reduction and recycling, subject to outside grant restrictions if other grant funding included;

ii. Local grant will be a maximum of 50 percent of total project cost;

iii. Proposal must contain predicted results; must be able to measure during and at the conclusion of the project; funding subject to withdrawal if adequate progress towards predicted results not made;

iv. Multiyear proposals acceptable but county will only commit to funding for one year;

v. Capital portion of grant pool is accessible to public entities only;

vi. Grant applicants may request a temporary loan of local grant program funds for all or a portion of their financial request.

4. Following evaluation of grant applications, the committee shall forward its recommendations to the county executive for approval and execution of appropriate contract documents.

C. The authority and provisions for the grant program specified in this chapter shall expire on December 31, 1999. (Ord. 96-025).
