2.93.010 Committee established.

The Whatcom County flood control zone district board of supervisors establishes a Birch Bay watershed and aquatic resources management advisory committee. The advisory committee shall meet once monthly or as its members and the county administration shall determine. (Res. 2008-016 Exh. A).

2.93.020 Membership.

The advisory committee shall consist of five members, as follows:

A. Members of the committee will be geographically representative of a broad spectrum of stakeholders from within the Birch Bay watershed and aquatic resources management district boundaries.

B. All members of the advisory committee shall be appointed by the Whatcom County flood control zone district board of supervisors. (Res. 2008-016 Exh. A).

2.93.030 Term of office.

The term of office for the five members shall be four years; provided, that the initial members shall have staggered terms so that two members are appointed for two years, two members are appointed for three years, and one member is appointed for four years. Members may be appointed to a second four-year term. (Res. 2008-016 Exh. A).

2.93.040 Public meetings – Quorum.

Meetings of the advisory committee shall be open to the public and shall be subject to the Washington State Open Public Meetings Act, Chapter 42.30 RCW. Three members of the advisory committee shall constitute a quorum for the transaction of business. (Res. 2008-016 Exh. A).

2.93.050 Committee staffing.

Whatcom County public works shall provide staffing for the advisory committee, providing agendas, minutes, and other support as requested. The committee is authorized to request from the county executive’s office information from administrative departments as necessary. (Res. 2008-016 Exh. A).

2.93.060 Election of officers.

At its initial meeting, the advisory committee will elect a chairperson and vice chairperson. Thereafter, at its first meeting of each calendar year, the advisory committee shall organize by electing a chairperson and vice chairperson to serve for a period of one year. The vice chairperson shall have the power to perform all duties of the chairperson in his or her absence. (Res. 2008-016 Exh. A).
