Petitions for declaratory ruling. (1) As prescribed by RCW 34.05.240, any interested person may petition the board for a declaratory ruling. The board shall consider any petition for declaratory ruling in accordance with these rules and the Administrative Procedure Act.
(2) Two members of the board shall constitute a quorum when the board acts on a declaratory judgment petition. Two members of the board may act although one position on the board is vacant.
