Legal action -- Installer certification
required. No person may file a lien against a homeowner, or
bring or maintain in any court of this state a suit or action,
that seeks compensation for the performance of any work
requiring certification under chapter 43.63B RCW or for the
breach of any contract for installation work which is subject
to chapter 43.63B RCW unless:
(1) The manufactured home installer was certified under
chapter 43.63B RCW at the time the installer entered into
contract for performance of the work and was certified
continuously while performing the work for which compensation
is sought; or
(2) The supervising manufactured home installer was the
employee of the contractor or retailer seeking compensation
and was certified under chapter 43.63B RCW continuously during
performance of the work for which compensation is sought.
