WAC 296-32-230
Training. (1) Employers shall provide
training in the various precautions and safe practices
described in this section and shall insure that employees do
not engage in the activities to which this chapter applies
until such employees have received proper training in the
various precautions and safe practices required by this
section. However, where the employer can demonstrate that an
employee is already trained in the precautions and safe
practices required by this section prior to their employment,
training need not be provided to that employee in accordance
with this section.
(2) Where training is required, it shall consist of
on-the-job training or classroom-type training or a
combination of both.
(3) The training program shall include a list of the
subject courses and the types of personnel required to receive
such instruction. A written description of the training
program and a record of employees who have received such
training shall be maintained for the duration of the
employee's employment and shall be made available upon request
to the director of the department of labor and industries, or
his/her authorized representative.
(4) Such training shall, where appropriate, include the
following subjects:
(a) Recognition and avoidance of dangers relating to
encounters with harmful substances, and animal, insect, or
plant life.
(b) Procedures to be followed in emergency situations,
and
(c) First-aid training, including instruction in
artificial respiration.
(5) It shall be the responsibility of the employer to
hold monthly safety meetings at practical points throughout
the operation and insist upon employees attending said
meetings. Minutes shall be kept of each safety meeting and
retained for a period of one year.
(6) It shall be the responsibility of management to
develop and maintain a chemical hazard communication program
as required by WAC 296-800-170, which will provide information
to all employees relative to hazardous chemicals or substances
to which they are exposed, or may become exposed, in the
course of their employment.
