Heating, ventilation and air
conditioning. (1) The licensee must ensure that all rooms
used by residents are able to maintain interior temperatures
between sixty-five degrees Fahrenheit and seventy-eight
degrees Fahrenheit year-round.
(2) Direct evaporative coolers may not be used for
cooling. In existing facilities, no new or replacement
evaporative coolers may be used after adoption of these rules.
Facilities currently using direct evaporative coolers (swamp
coolers or similar equipment) shall follow manufacturer's
instructions and develop and implement a written preventive
maintenance program.
(3) All areas of the building must be ventilated to
prevent excessive odors and moisture. The ventilation system
must be in compliance with chapter 51-13 WAC. Facilities
licensed prior to July 1991 may continue to use windows for
ventilating toilet rooms, bathrooms, and janitor rooms if the
windows are equipped with sixteen gauge mesh screens.
