Oil spills. (1) Facility personnel
involved with the oil transfer must immediately stop an oil
transfer operation whenever oil could originate from the
current oil transfer operation and is:
(a) Observed or spilled into the water or on the
shoreline adjoining the transfer area;
(b) Discharged into oil spill containment or on the
vessel deck.
(2) The facility PIC must make notifications as required
in RCW 90.56.280.
(3) The facility PIC may resume an oil transfer once the
following conditions are met:
(a) The source of the spill is controlled, contained, and
a proper response is underway;
(b) The PICs must agree there is no further threat of a
spill.
(4) After a spill to water, the facility PIC may resume a
transfer if:
(a) The conditions in subsection (3) of this section are
met; and
(b) Approval is received from the state on-scene
coordinator in conjunction with the federal on-scene
coordinator.
