WAC 44-10-090
Arbitration fee. A three dollar
arbitration fee shall be collected by the new motor vehicle
dealer or lease company from the consumer at completion of the
sale or lease of a new motor vehicle except for a transaction
with a consumer who is not a resident of this state and who
does not intend to register the vehicle in this state. No fee
shall be collected where the purchase, lease or transfer is
made to a party other than a consumer.
