What is the organization for economic
cooperation and development? The Organization for Economic
Cooperation and Development (OECD) certification scheme is an
international organization limited to federal government
membership. The agricultural research service of the United
States Department of Agriculture is responsible for implementing
the OECD seed certification schemes in the United States. The
department, by virtue of an agreement with the agricultural
research service, United States Department of Agriculture, is
authorized to implement OECD certification in Washington state.
