WAC 400-12-615
Responsibilities of implementing entities. (1) Implementing entities are encouraged to adopt action plans, or applicable parts thereof, once approved by the department. Each local and state implementing entity identified in the action plan approved by the department shall be responsible for carrying out its portion of the action plan within the prescribed schedule, using the approaches described in the action plan, pursuant to RCW 90.71.050 and 90.71.070.
(2) In addition, affected local governments and state agencies with jurisdiction in the watershed shall be guided by the action plan in developing and approving all studies, plans, permits, and facilities in the watershed. The lead implementing agency shall seek to ensure consistency of federal agency actions pursuant to Section 313 and Section 319 of the Clean Water Act, 33 U.S.C. 1251 et seq., as amended, if applicable.
