Flaggers. For the intents and purposes
of the Washington state public works law, chapter 39.12 RCW, the
scope of work for flaggers is as follows:
• Controls and directs pedestrian and vehicular traffic
through construction projects using sign, hand and flag signals,
warning paddles and radio communication.
• Informs drivers of detour routes through construction
sites. Distributes signs, markers, flares, barricades, cones and
other traffic control devices along construction sites in
designated patterns.
• Is responsible for the safety of the workers and the
public on construction sites.
• Must have completed a Washington state approved flagging
course, or the equivalent.
