validate a winning bingo, they must:

the winning card; and
(2) Require proof of identification necessary to
establish the prize winner's identity before paying any prize.
The winner must provide proof to the licensee that all
information this rule requires is true and accurate.
Licensees may withhold prizes until the winner provides
adequate identification; and
(3) Award the prize and record it on a prize receipt.
Licensees must record the complete address and tax payer
identification number of each winner for prizes valued at
$1,200 or more.
