WAC 173-305-010   Purpose.  This rule implements the provisions of chapter 70.95E RCW, establishing a means for funding technical assistance and compliance education assistance to hazardous substance users and waste generators in this state. Technical assistance includes, but is not limited to, assistance in the preparation of plans and review of plans and related documents. The purpose of this chapter is to describe the methods by which the department of ecology will assess certain fees, to whom fees will be assessed, the amount of those fees, provisions for exemption from and enforcement of fee assessments, responsibilities of the department of ecology, and procedures for adjusting the fees.
