Achievement considerations. To fully
achieve and maintain the foregoing water quality in the state
of Washington, it is the intent of the department to apply the
various implementation and enforcement authorities at its
disposal, including participation in the programs of the
federal Clean Water Act (33 U.S.C. 1251 et seq.) as
appropriate. It is also the intent that cognizance will be
taken of the need for participation in cooperative programs
with other state agencies and private groups with respect to
the management of related problems. The department's planned
program for water pollution control will be defined and
revised annually in accordance with section 106 of said
federal act. Further, it shall be required that all
activities which discharge wastes into waters within the
state, or otherwise adversely affect the quality of said
waters, be in compliance with the waste treatment and
discharge provisions of state or federal law.
