jurisdiction shall promulgate procedures through which a facility
may seek review of initial decisions. Such procedures shall

brief adjudicative procedures, RCW 34.05.482 through 34.05.485.
(2) At a minimum, such procedures shall provide that a
facility aggrieved by an initial order of the authority having
