14.00.010 Effect of this Title.

This title is not a legislative enactment of the City. The purpose of this title is to simply list existing franchises for the convenience of the reader of this code.

The inclusion herein of a franchise which does not exist or which has expired does not create or revive such franchise. The omission herefrom of an existing franchise does not terminate the franchise.

Nothing in this title alters, amends, or in any wise affects any franchise as written.

14.00.020 Definition of Franchise.

For purposes of this title, a “franchise” connotes a privilege granted by a municipality, through action of the legislative authority, to a person to make special use of the public right-of-way in a manner different from a use by the general public.

14.00.030 Source of Authority.

Except as provided in particular state statutes, the powers and limitations of the City to grant franchises derive from Charter article XI.
