7.12.010 Adoption of RCW chapter 35.34.

RCW chapter 35.34 (RCW) is hereby adopted by the City of Spokane so it may budget using a fiscal biennium budget.

7.12.020 First Biennial Budget.

The first biennium budget shall commence on January 1, 2007.

7.12.030 Budgeting Process and Responsibilities.

The budgeting process and responsibilities therefor shall be governed by RCW chapter 35.34 and as amended from time to time.

7.12.040 Provisions for Mid-Biennial Review and Modification.

As required by RCW 35.34.130, each biennial budget of the City shall be subject to a mid-biennial review and modification of the biennial budget; provided, that such review and modification shall occur no sooner than eight months after the start nor later than the conclusion of the first year of the fiscal biennium.

7.12.050 Mayoral Responsibilities.

The mayor shall prepare the proposed budget and modification and submit the modification to the city council for review and approval. The mayor shall provide for publication of notice of hearings consistent with publication of notices for adoption of other City ordinances.

7.12.060 City Clerk Responsibilities.

Copies of the proposed mid-biennial modification shall be made available to the public through the city clerk. The clerk shall transmit a complete copy of the budget modification as adopted to the State Auditor and to the Association of Washington Cities.
