14.09.010 General Provisions.

The City has over the years provided by ordinance, such as Ordinance No. C3727, passed December 28, 1925, and Ordinance No. C8245, passed June 25, 1945, for exclusive municipal control of the collection and disposal of solid waste. However, RCW 35.13.280 purports to require a city, upon annexation of unincorporated territory, to grant a garbage collection franchise to whomever holds at the time of annexation a garbage collection and/or disposal franchise from Washington State.

14.09.020 Issuance.

Pursuant to RCW 35.13.280, garbage collection franchises are issued:

A.  Deleted – Expired.

B.  Deleted – Expired.

C.  To John Gillingham and Western Refuse Company.

D.  Deleted – Expired.

E.  To Sunshine Disposal, for containers of twenty yards or more within the NPRR annexation area. Expires October 11, 2005.
