13.05.010 Interference Unlawful.
No person may plant or let remain any tree, bush, shrub, or any other item in any street or highway or upon private property which interferes with, damages, injures, stops up, destroys, or renders defective or dangerous any sewer or sewer connection, or permit others to do so, within the corporate limits of the City of Spokane, or area served by City utilities.

13.05.020 Poplar and Cottonwood Trees a Nuisance.
Planting and/or maintenance of cottonwood and poplar shade trees along the sides of streets of the City is hereby declared to be a nuisance and menace to sewer and water pipes and hydrants, and no person may plant or maintain such trees at such locations, including locations within fifty feet of any water or sewer pipes.

13.05.030 Notice of Violation.
A. Whenever it shall appear that any person has violated, or is about to violate, any provision of this chapter, the director of water and hydroelectric services shall notify such person to remove the matters or things declared unlawful in this chapter. Such notice shall specify the time within which such cause shall be removed, which shall be not more than ninety days.
B. If said notice shall not be complied with as required by the terms of such notice, then the director of water and hydroelectric services is authorized and empowered to do the matters and things required of the person upon whom said notice shall be served and the cost and expense shall be figured by the department of water and hydroelectric services and the same shall be paid by the person.
