12.08.010 Streets Closed to Trucks.
A. Hereafter the following streets and avenues in the city shall be permanently closed to all truck travel except for the purpose of making deliveries or providing service to points upon such streets or avenues:
1. Buckeye Avenue from Rebecca Street to Havana Street;
2. Cannon Street from Fourth Avenue to Riverside Avenue;
3. Carlisle Avenue from Ralph Street to Havana Street;
4. Chestnut Street from Fifth Avenue to First Avenue;
5. Cleveland Avenue from Greene Street to Havana Street;
6. Coeur d’Alene Street from Sixth Avenue to Pacific Avenue;
7. Cuba Street from Upriver Drive to Frederick Avenue;
8. Elm Street from Third Avenue to Riverside Avenue;
9. Ermina Avenue from Sycamore Street to Havana Street;
10. Fairview Avenue from Greene Street to Havana Avenue:
11. Ferrall Street from Montgomery Avenue to Euclid Avenue;
12. Fifth Avenue from Chestnut Street to Coeur d’Alene Street;
13. First Avenue from Maple to Poplar Street;
14. Fourth Avenue from Cannon Street to Spruce Street;

B. Any person, firm, or corporation operating a truck upon the streets or avenues enumerated in subsection (A) of this section, except for the purpose of making deliveries or providing service to points upon such streets or avenues, shall be guilty of a traffic infraction.

12.08.020 Truck Routes Designated.
The driver of every:
A. truck carrying an over-legal load under a state or county permit, and
B. truck and trailer or truck and semitrailer combination used in intercity or interstate hauling must operate over any of the following streets exclusively while in the city and must take the most direct route between such truck routes and destination points:
1. Altamont Street between Mallon Avenue and Desmet Avenue;
2. Ash Street via the Maple Street Bridge, Maple Street, Walnut Place, Cedar Street and High Drive between Francis Avenue and 29th Avenue, southbound;
3. Assembly Street between the junction of Nine Mile Road and Francis Avenue and Northwest Boulevard;
4. Bernard Street northbound from 1st Avenue eastbound to Sprague Avenue;
5. Boone Avenue between Regal Street and Greene Street;
6. Broadway Avenue via Springfield Avenue between Freya Street and the east city limits;
7. Browne Street between Spokane Falls Boulevard and SR-90, southbound;
8. Buckeye Avenue via North Foothills Drive and Euclid Avenue between Washington Street and Market Street;
9. Cedar Street via High Drive between Walnut Place and 29th Avenue;
10. Crestline Street between Trent Avenue and Mallon Avenue;
11. Desmet Avenue between Altamont Street and Nelson Street;
12. Division Street (SR-2, SR-195 and SR-395) between the north city limits and SR-90;
13. Euclid Avenue via Buckeye Avenue and North Foothills Drive between Washington Street and Market Street;

12.08.030 Weight Limit Imposed.
Excluding authorized buses, emergency vehicles, public utility vehicles and solid waste disposal vehicles, no person may operate a vehicle exceeding ten thousand pounds gross weight on any street that is:
A. not designated an arterial street or neighborhood collector arterial, or
B. specifically prohibited by resolution of the city council;
except for such local operations on other streets as is necessary to reach the vehicle’s destination or for pickup or delivery.

12.08.040 Arterial Streets Designated.
A. The following are arterial streets to which the weight limit provided in SMC 12.08.030 does not apply:
1. Addison Street between Empire Avenue and Francis Avenue;

B. This section does not preclude arterial streets from being further classified for traffic engineering and transportation planning purposes.

12.08.050 Motorist Information Signs.
A. “Motorist information sign” is a sign erected or installed as a supplemental direction sign to direct motorists to motorist service businesses qualified for specific information panels pursuant to RCW chapter 47.42 in any location on, or adjacent to, the right-of-way of any roads or streets within the City of Spokane or on private property.
B. Motorist information signs and their locations shall comply with all applicable provisions of this chapter, sections 131 and 315 of title 23, United States Code, and such regulations as may be adopted by the Washington State Department of Transportation, including the Manual on Uniform Traffic Control Devices for Streets and Highways.
C. The City is authorized to permit the erection of motorist information signs adjacent to City streets or roads or on private property. The City shall charge reasonable fees for the display of individual business signs to defray the costs of their installation and maintenance. The City shall erect and maintain the information panels. Compensation to the City shall be derived solely from the reasonable fees which it will be permitted to charge participating businesses for making and exhibiting business signs and displays.
