7.04.010 Required Annual Report.

Every person or corporation operating under a franchise or grant from the City of Spokane shall file with the city council within sixty days after the close of the franchisee’s fiscal year, unless additional time is granted specifically by the city council or unless the franchise ordinance provides otherwise, a verified annual report of the franchise or grant. Such report shall be made upon such forms and shall contain such detailed information as are required of public service corporations by RCW 80.04.080, 80.04.090, 81.04.080 and 81.04.090.

7.04.020 Books and Records.

The holder of every such franchise or grant shall permit the city council, either through its members or by experts or employees duly authorized by it, free access at all times to its books, accounts, records and memoranda relating to said franchise or grant and upon demand shall produce all books and papers pertaining to such report.
