In accordance with RCW chapter 39.34, there is established through an interlocal cooperation agreement between the City and Spokane County the Spokane city/county employment and training consortium.

6.03.020 Powers and Functions.

The consortium acts as the administrative entity for the Spokane workforce development area which is comprised of all of Spokane County. As such it executes grant agreements for the purpose of conducting employment and training programs for citizens of Spokane County under the Workforce Investment Act of 1998 (P.L. 105-220, August 7, 1998), regulations promulgated thereunder by the Secretary of Labor and rules provided by the Governor.
