Pursuant to RCW 38.52.070, there is established through a joint resolution of the City and Spokane County, the Spokane city/county department of emergency services.

6.02.020 Powers and Functions.

The department acts as the local organization for emergency services in Spokane County in accordance with the state emergency services plan and program, as provided in RCW chapter 38.52, and as provided by interlocal agreement and joint action.
