4.20.010 Establishment – Purpose.
There is created the Spokane emergency medical services advisory board to advise and recommend to the city council and mayor with respect to the City’s role in the provision of emergency medical services, including specifically:
A. development of contracts involving service providers (fire department, ambulance company, standards, rates, etc.);
B. formulation of programs for hospital participation in training, education, and quality improvement of EMS system;
C. formulation, review, and assistance with proposals for EMS legislation;
D. development and review of funding strategies for EMS systems;
E. formulation, review and promotion of citizen EMS training, education, and wellness; and
F. evaluation of EMS system capabilities.

4.20.020 Membership.
A. The board consists of nine members, appointed by the mayor with the approval of the city council. Not less than four members are from the local medical community nominated by the Spokane County Medical Society. One of the Medical Society’s nominations must be a city resident. Not less than five are appointed from the citizens at large.
B. Nonvoting members will be determined by the advisory board members.

4.20.030 Appointment.
No member may serve more than nine consecutive years.

4.20.040 Officers.
The mayor, with the approval of the council, designates the first chair from among the medical community members. Thereafter, the board determines and selects the officers.

4.20.050 Rules.
The board adopts its rules.

4.20.060 Appeals.
A. The board is authorized to hear appeals of a reprimand or suspension issued by the fire official to any private ambulance company under contract with the City to provide emergency ambulance service.
B. The decision of the board is final.
