4.15.010 Purpose.
The sports, entertainment, arts and convention advisory board (SEACAB) advises and makes such recommendations to the city council as the board may deem proper concerning the operations and maintenance of the Spokane Coliseum, Joe Albi Stadium, the Opera House and Convention Center.

4.15.020 Members – Appointment.
The board consists of thirteen members, electors of the City, nominated by the mayor and appointed by the city council. Members serve staggered terms of five years. A person is not eligible to serve more than two full terms.

4.15.030 Officers.
A. The members of the board elect a chairperson to preside at all meetings of the board, and a vice chairperson to assist the chairperson and to preside in the absence of the chairperson. These two officers provide liaison between the board and the director of the department of entertainment facilities and arrange the agenda for board meetings.
B. The person serving as chair may vote only to determine tie votes.
C. The term of chairperson is one year. A person may not serve as chairperson for more than two consecutive years.

4.15.040 Meetings.
The board holds regular meetings monthly. Special meetings may be called upon at least forty-eight hours’ notice by the chairperson.
