3.03.010 Legal Holidays Specified.
The following days each year are legal holidays during which all offices, including municipal court, are closed to the transaction of business, except the essential departments:
A. the first day of January, commonly called “New Year’s Day”;
B. the last monday of May, commonly known as “Memorial Day”;
C. the fourth day of July;
D. the first Monday in September, commonly known as “Labor Day”;
E. the fourth Thursday of November, commonly known as “Thanksgiving Day”;
F. the Friday following Thanksgiving Day; and
G. the twenty-fifth day of December, commonly known as “Christmas Day.”

3.03.020 Holidays on Weekends.
A. Whenever a legal holiday falls on a Saturday, the preceding Friday is observed as a legal holiday.
B. Whenever a legal holiday falls on a Sunday, the following Monday is observed as a legal holiday.

3.03.030 Floating Holidays for Employees.
In addition to legal holidays each employee is entitled to four paid days off, known as floating holidays, to be taken in accordance with personnel policy.

3.03.040 Union Contracts.
Holiday leave and pay policies for employees subject to the provisions of collective bargaining agreement between the City and organized employee groups are as provided in current applicable labor management agreements.

3.03.050 Non-Uniformed Employees.
For non-uniformed employees on a work schedule other than Monday through Friday, the following holiday policy applies:
A. When a holiday observed by the City falls on an employee’s first day of rest, the preceding day is recognized as his holiday.
B. When a holiday observed by the City falls on an employee’s second day of rest, the following day is recognized as his holiday.
C. If an employee is required to work on his holiday as outlined in subsections (A) and (B) of this section due to essential operations, he is compensated at one and one-half times his hourly rate in addition to straight-time pay.

3.03.060 Uniformed Employees.
A. Police personnel required to work on any of the days noted as holidays in this chapter are paid at the rate of twice the normal day’s pay for that day’s service in lieu of such holiday. Such payment commences with the first shift, beginning at eleven forty-five p.m. the day preceding the holiday, and terminates with the commencement of the first shift commencing at eleven forty-five p.m. on the day of said holiday.
B. Twenty-four-hour emergency fire personnel required to work on any of the days noted as holidays in this chapter are paid, in addition to their regular salary, the amount of one-tenth of their biweekly salary. Such payment commences with the eight a.m. shift on the beginning of said holiday, and terminates with the commencement of the eight a.m. shift on the day following said holiday. This procedure is followed regardless of the day of the week on which said holiday may fall.
