FEE REFUNDS |
|
|
The city manager or designee may authorize the refunding of: 1. One hundred percent of any fee erroneously paid or collected. 2. Up to 80 percent of the permit fee paid when no work has been done under a permit issued in accordance with this code. 3. Up to 80 percent of the plan review fee paid when an application for a permit for which a plan review fee has been paid is withdrawn or canceled before any plan reviewing is done. 4. The city manager or designee shall not authorize refunding of any fee paid except on written application filed by the original permittee not later than 180 days after the date of fee payment. |

Renewals for panoram licenses: On renewals for panoram licenses filed after December 31st, the clerk shall assess and collect an additional charge as follows: A. If application is more than six but less than 31 days late, the additional charge is 10 percent of the renewal fee. B. There are two types of service charges: the flat rate and the sliding rate. |

• The flat rate service charge of $130.00 a year applies to single-family homes and parcels with less than 10 percent impervious surface. |

• The sliding rate service charge applies to all other properties in the service area. The sliding rate is calculated by measuring the amount of impervious surface on each parcel and multiplying the appropriate rate by total acreage. |

|
Several special rate categories will automatically be assigned to those who qualify. |

|
• An exemption for any home owned and occupied by a low-income senior citizen determined by the assessor to qualify under RCW 84.36.381. |

|
• A discount for any parcel served by a city-approved retention/detention (R/D) facility maintained by the owner. |

• A discount for any parcel (or part parcel) officially designated as open space. |

Rate Adjustments |

Any person receiving a bill may file a request for a rate adjustment within two years of the billing date. (Filing a request will not extend the payment period.) Property owners should file a request for a change in the rate assessed if: • The property acreage is incorrect; • The measured impervious surface is incorrect; • The property is charged a sliding fee when the fee should be flat; • The person or property qualifies for an exemption or discount; or • The property is wholly or in part outside the service area. |

3.01.055 Work release defendant fees.
Defendants enrolling in the King County work release program at their own expense shall pay daily jail maintenance fees of $24.92 where the defendant earns $8.50 per hour or less, with the daily jail maintenance fee payment increasing $1.57 per day for each additional $0.50 of hourly earnings. At an hourly wage of $21.50 and higher, the defendant shall pay the entire daily maintenance fee. This fee is in addition to the one-time King County booking fee which shall be paid by all defendants. [Ord. 512 § 1, 2008]
3.01.060 Fee waiver.
The city manager or designee is authorized to waive or reduce use fees for right-of-way permits (SMC 3.01.010) and facility use fees for picnic shelters, recreation rooms and ballfields (SMC 3.01.030) as a city contribution toward events which serve the community and are consistent with adopted city programs and sponsored by neighborhood associations which are members of the Council of Neighborhoods, Shoreline/Lake Forest Park Arts Council, Shoreline/Lake Forest Park Senior Center, Shoreline Historical Museum, Shoreline Community College, and Shoreline School District. 3.01.070 Financial fees.

3.01.080 Annual adjustments.
The fee schedules in this chapter shall be automatically updated on an annual basis on January 1st of each year by the Seattle Consumer Price Index for all urban consumers (CPI-U). The adjustment shall be calculated each year and included in the city manager’s proposed budget. The annual adjustment shall be based on the CPI-U average for the period that includes the last six months of the previous budget year and the first six months of the current budget year. The city manager may choose to not include annual CPI-U adjustments in the city manager’s proposed budget and the city council may choose to not include annual CPI-U adjustments in the adopted budget for select user fees in any individual budget year without impacting the full force of this section for subsequent budget years.
The annual adjustments to the fees in this chapter shall be rounded to the nearest quarter-dollar. [Ord. 451 § 15, 2006]
