10.16.010 Parking along public highways.
It is unlawful to park any vehicle upon that portion of County Road No. 25, road district # 3, situated in Lot 4 of Section 15 and Lot 1 in Section 22, all in Township 35 North, Range 2 West, W.M. (Res. 8/6/45. Formerly 10.08.010(1))
10.16.020 Unattended vehicles in ferry waiting lines.
It is unlawful for any person to leave a motor vehicle unattended in the waiting line at the Orcas or Lopez (Upright Head) ferry terminals while ferries are loading or unloading except vehicles on official business as determined by the County sheriff. (Res. 98-1975. Formerly 10.08.020(1))
10.16.030 Violation – Penalty.
A. Any violation of SJCC 10.16.010 is a misdemeanor and any person convicted of such violation shall be fined a sum not to exceed $25.00, but not less than $5.00, for each violation thereof, and costs.
B. Any person who violates the provisions of SJCC 10.16.020 shall have their vehicle impounded and removed from line by the County sheriff and shall be punishable by a fine of not more than $25.00. (Res. 8/6/45. Formerly 10.08.010(2), 10.08.020(2))
10.16.040 Restricted parking zones.
A. A restricted parking zone is created in which time limits are established for parking on all County road rights-of-way within Islandale Division No. 1, which applies to all vehicles, except vehicles owned or used by residents of Center and Decatur Islands and Lopez Island residents who have mooring buoys within Hunter Bay.
B. The restricted parking zone shall not limit parking vehicles displaying a card or decal issued pursuant to RCW 46.16.381. Restricted parking zones shall be appropriately signed and/or marked.
C. The County engineer shall issue permits or other means of identification, maintain a list of permits issued and the vehicles to which they were issued, or adopt any other reasonable means of distinguishing vehicles that may validly be parked in any restricted parking zone from other vehicles.
D. No person shall stop, stand or park a vehicle in violation of the posted or marked restriction, or when a permit or other authorization issued by the County is required as a condition for parking, unless the same or a card or decal issued pursuant to RCW 46.16.381 is displayed in a prominent place on the vehicle. The issuance of a permit does not guarantee the holder a parking space.
E. Violation – Penalty. Any violation of this section shall be subject to a fine of $25.00 for each violation thereof. (Ord. 75-1993)
10.16.041 Restricted parking zones (Roche Harbor Resort).
A. A restricted parking zone is created in which time limits are established for parking at a County leased area within Roche Harbor Resort which applies to all vehicles, except vehicles specifically exempt by a County issued permit. Restricted parking zones shall be appropriately signed or marked.
B. The restricted parking zone shall not limit parking of vehicles displaying a card or decal, issued pursuant to RCW 46.16.381.
C. The County Engineer shall issue permits or other means of identification, maintain a list of permits issued and the vehicles to which they were issued, or adopt any other reasonable means of distinguishing vehicles that may validly be parked in any restricted zone from other vehicles. Permits may be issued to anyone requesting same, provided they follow the conditions of the lease agreement and pay the appropriate fee. (Ord. 13-1995)
10.16.050 County engineer – Authority.
The County engineer is hereby authorized to:
A. Establish parking time limits and install signs within all restricted zones applicable to all vehicles and boats, except those displaying a permit card or decal;
B. Issue permits authorizing parking and mooring of vehicles and boats;
C. Promulgate rules and regulations for the use of restricted parking and mooring zones, and the issuance or revocation of permits, and to take such other actions as appropriate to implement all restricted zones;
D. Install all other signs required to implement restricted zones;
E. Establish a fee structure for vehicle and moorage permits to be reviewed annually by the board of County commissioners. (Ord. 13-1995)
10.16.060 Restricted parking zone – Display of decal.
No person shall stop, stand or park a vehicle or boat in violation of the posted or marked restrictions, or when a permit or other authorization issued by the County is required as a condition for parking or moorage, unless a card or decal issued pursuant to RCW 46.16.381 is displayed in a prominent place on the vehicle. The issuance of a permit does not guarantee a parking or moorage space. (Ord. 13-1995)
10.16.070 Violation – Penalty.
Any violation of SJCC 10.16.041, 10.16.060 and 10.28.015 shall be an infraction and subject to a fine of $25.00 for each violation thereof. (Ord. 13-1995)
