2.36.010 Established – Membership.
A County fair board is formed composed of nine members, one from each voting district within the County and six members at large, who shall be appointed by the board of County commissioners to serve without compensation. Written recommendations by the existing fair board shall be considered when filling a vacancy. All terms of office shall be for the period of three years and shall expire on the last day of October in any given year. (Ord. 2-1994; Res. 84A-1991; Res. 134-1988; Res. 25-1988)
2.36.020 Duties.
The fair board shall:
A. Elect its officers, including a chairman, treasurer and such other officers as it deems necessary;
B. Hold regular public meetings at least monthly;
C. Adopt rules for the transaction of business and keep a written record of its meetings, transactions and other business;
D. Initiate, direct and manage the operation of the County fairgrounds including all useful structures and equipment used in connection therewith;
E. Direct and administer the management of the County fairgrounds including all useful structures and equipment used in connection therewith;
F. Promulgate and enforce reasonable rules and regulations for the operation of the fair and management of the fairgrounds;
G. Each year submit to the board of County commissioners for approval a proposed budget for the following year in the manner provided by law for the preparation and submission of budgets by elective or appointive County officials;
H. Handle cash, personnel employment and accounting matters in conformance with established County policies and procedures;
I. All cash must be deposited with the County treasurer’s office. (Res. 25-1988)
2.36.030 Authority.
The fair board may, in the performance of its duties:
A. Employ or otherwise contract with persons as it deems desirable provided that any contract for a total sum in excess of $1,500 must be approved by the board of County commissioners.
B. Subject to the approval of the board of County commissioners, and in compliance with the provisions of Chapter 36.34 RCW providing for lease of County property, arrange for the lease of the fairgrounds or any portion of it to any other municipal corporation, governmental or private entities or individuals.
C. Establish a permitting system for short-term use of fairground facilities by municipal corporations, or governmental or private entities or individuals setting terms and conditions for such short-term use. This system shall be approved by the board of County commissioners and, after such approval, may be administered by the fair board. (Res. 25-1988)
