Whenever the commission finds, after a hearing upon
its own motion or upon complaint as provided in this chapter,
that any rate, toll, rental, or charge that has been the subject
of complaint and inquiry is sufficiently remunerative to the
public service company subject to regulation by the commission as
to rates and service affected by it, the commission may order
that the rate, toll, rental, or charge must not be changed,
altered, abrogated, or discontinued, nor must there be any change
in the classification that will change or alter the rate, toll,
rental, or charge without first obtaining the consent of the
commission authorizing the change to be made.
During a state of emergency declared under RCW 43.06.010(12), the governor may waive or suspend the operation or
enforcement of this section or any portion of this section or
under any administrative rule, and issue any orders to facilitate
the operation of state or local government or to promote and
secure the safety and protection of the civilian population.
