(1) After
July 1, 1994, a person may not sell or distribute for sale a
laundry detergent that contains 0.5 percent or more phosphorus by
weight.
(2)(a) After July 1, 1994, and until the dates specified in
this subsection, a person may not sell or distribute for sale a
dishwashing detergent that contains 8.7 percent or more
phosphorus by weight.
(b) Beginning July 1, 2008, in counties located east of the
crest of the Cascade mountains with populations greater than four
hundred thousand, as determined by office of financial management
population estimates, a person may not sell or distribute for
sale a dishwashing detergent that contains 0.5 percent or more
phosphorus by weight.
(c) From July 1, 2008, to June 30, 2010, in counties located
west of the crest of the Cascade mountains with populations
greater than one hundred eighty thousand and less than two
hundred twenty thousand, as determined by office of financial
management population estimates, a person may not sell or
distribute for sale a dishwashing detergent that contains 0.5
percent or more phosphorus by weight except in a single-use
package containing no more than 2.0 grams of phosphorus.
(d) Beginning July 1, 2010, a person may not sell or
distribute for sale a dishwashing detergent that contains 0.5
percent or more phosphorus by weight in the state.
(e) For purposes of this section, "single-use package" means
a tablet or other form of dishwashing detergent that is
constituted and intended for use in a single washing.
(3) This section does not apply to the sale or distribution
of detergents for commercial and industrial uses.
