Whenever an owner of proportionally registered
vehicles is delinquent in the payment of an obligation under this
chapter the department may transmit notices of the delinquency to
the attorney general who shall at once proceed to collect by
appropriate legal action the amount due the state from the
delinquent owner.
In a suit brought to enforce the rights of the state under
this chapter, a certificate by the department showing the
delinquency is prima facie evidence of the amount of the
obligation, of the delinquency thereof, and of compliance by the
department with all provisions of this chapter relating to the
obligation.
