(1) Members of the council
shall be appointed to terms of three years, except in the case of
a vacancy, in which event appointment shall be for the remainder
of the unexpired term for which the vacancy occurs. No member of
the council may serve more than two consecutive three-year terms.
Each area agency on aging advisory council shall appoint one
member from its state-designated planning and service area. The
governor shall appoint one additional member from names submitted
by the association of Washington cities and one additional member
from names submitted by the Washington state association of
counties. In addition, the governor may appoint not more than
five at large members, in order to ensure that rural areas (those
areas outside of a standard metropolitan statistical area),
minority populations, and those individuals with special skills
which could assist the state council are represented. The
members of the state council on aging shall elect, at the
council's initial meeting and at the council's first meeting each
year, one member to serve as chairperson of the council and
another member to serve as secretary of the council.
(2) The speaker of the house of representatives and the
president of the senate shall each appoint two nonvoting members
to the council; one from each of the two largest caucuses in each
house. The terms of the members so appointed shall be for
approximately two years and the terms shall expire before the
first day of the legislative session in odd-numbered years. They
shall be compensated by their respective houses as provided under
RCW 44.04.120, as now or hereafter amended.
(3) With the exception of the members from the Washington
state association of cities, the Washington state association of
counties, and the nonvoting legislative members, all members of
the council shall be at least fifty-five years old.
